Employers get extra breathing room to close out second-quarter filings before Puerto Rico’s new unemployment platform goes live.
The Department of Labor and Human Resources (DTRH) has pushed back the launch of its new Desempleo Digital platform to September, delaying a rollout that had originally been set for August. Labor Secretary María del Pilar Vélez Casanova said the decision responds to requests from employer groups and will let businesses finish their accounting close and file the quarterly returns due for the period that ended June 30, 2026, without the change disrupting their operations.
“We listened to the concerns and recommendations of private employers, who asked for additional time to complete their quarterly closing processes and file their returns. Our priority is to guarantee an organized and efficient transition to Desempleo Digital, minimizing any impact on business operations while promoting compliance with employer responsibilities,” Vélez Casanova said.
A 12-day blackout for the Employer Portal
As part of the preparations, DTRH will temporarily shut down the current Portal de Patronos from August 17 to August 28 to complete the technology migration. During that window, employers, third-party administrators (TPAs) and accounting professionals will not be able to access the portal or file returns, make payments, or complete any electronic transactions tied to their obligations under the Unemployment Insurance program or the Temporary Non-Occupational Disability Insurance program (known by its Spanish acronym, SINOT).
Vélez Casanova said the closure window will allow the department to complete data-migration testing needed to ensure Desempleo Digital works properly from day one. The current timeline marks the second adjustment to the platform’s rollout: the department had previously said the Employer Portal would go offline from July 20 to July 31 ahead of an August launch, before pushing both the blackout window and the go-live date back further.
What Desempleo Digital changes
Desempleo Digital is designed to let unemployment claimants and employers handle their cases online, from checking claim status and receiving electronic communications to completing transactions from anywhere. Each claimant will need to set up an account with a personal, exclusive email address, and beneficiaries will be required to have an active bank account, since unemployment benefits will be paid exclusively through direct deposit going forward. A companion Employer Portal will give businesses centralized access to account information, document submissions, electronic communications and other services tied to the Unemployment Insurance program.
“Desempleo Digital represents an important step in modernizing the services offered by the Department of Labor, and it’s part of the public policy of our governor, Jenniffer González Colón, which promotes the modernization of government services,” Vélez Casanova added.
DTRH said it will continue to release guides, educational materials and registration instructions in the coming weeks and encouraged claimants and employers to follow its official channels and the department’s website, trabajo.pr.gov, for updates on the transition.
